We know every South Bay building department
There is no single "South Bay" building department. Each city runs its own — its own portal, its own fees, its own plan-check timeline, its own zoning step. Torrance wants a Zoning Clearance first and went fully digital in January 2026. El Segundo routes everything through its EZ Permit Hub. Redondo and Hermosa issue their own Coastal Development Permits. And on the Peninsula, the city permit is only half the story — Palos Verdes Estates adds an Art Jury review for exterior changes on top.
