The defining fact of remodeling here is the Art Jury, run by the Palos Verdes Homes Association: a design-review body that approves the exterior aesthetics of a project, and it sits on top of the city's building permit, not in place of it.

Here's the honest framing that saves our clients real anxiety: a purely interior kitchen remodel generally does not need Art Jury approval. If you're replacing cabinets, counters, and appliances and reworking the layout within the existing walls, the Art Jury usually isn't in the picture.

The moment your project touches the exterior — a new or enlarged window, a change to an exterior wall, a new exterior door for indoor-outdoor flow, or a visible finish change — the Art Jury does apply, and it's a serious step. Demolition clearance and hillside geology
Rancho Palos Verdes is the largest and most varied of the four — post-war tracts, condominiums, and grand custom homes spread across dramatic coastal terrain. Two RPV realities shape a kitchen remodel here.
First, demolition. RPV requires SCAQMD (South Coast Air Quality Management District) clearance before demolition work, and on older homes that often means asbestos and lead testing first — a kitchen tear-out disturbs exactly those materials. This isn't optional, and it isn't fast if it's discovered late. We build testing and clearance into the plan from the start, so demolition begins on schedule and any abatement is handled by the right licensed people, not improvised mid-job.
Second, geology. Parts of RPV sit in areas of known landslide and hillside instability — the Portuguese Bend area is the best-known example. For most interior kitchen remodels this never comes up, but for larger or structural work in a sensitive zone, the city may require geotechnical review. We flag that possibility early rather than letting it surface as a surprise. RPV also issues its own building permit plus the separate electrical, plumbing, and mechanical trade permits, all of which we pull.

A contract city, handled through Willdan
Rolling Hills Estates is the Peninsula's equestrian city — one-acre-plus lots, ranch estates, bridle trails, and a genuinely rural feel a few minutes from the coast. (Note it's distinct from Rolling Hills, the separate gated city with its own, even more restrictive rules — we keep the two apart.)
Rolling Hills Estates is a contract city, which means its building and safety functions are handled through Willdan rather than a large in-house department. In practice, that changes who you submit to and how plan check and inspections are scheduled — a small procedural difference that nonetheless trips up contractors expecting a standard city counter. We know the Willdan process and work within it smoothly.

Salt air and older systems on the Peninsula
Two practical notes apply across the hill. On the coastal-facing sides, marine air is corrosive; where it matters we specify marine-grade 316 stainless, corrosion-resistant hardware, and salt-air-appropriate finishes so a kitchen ages the way it should.
And in the Peninsula's many older and mid-century homes, opening the walls can reveal dated wiring and undersized electrical service — the same code realities that require GFCI and arc-fault protection, dedicated circuits, and sometimes a panel upgrade before a modern kitchen can run.
